iPad 4 not charging when battery empty


please help, it would be normal if I replace it with a new battery, but will not charge the battery when the battery drain out again.

I had this problem to ipad mini and it was a a black resistor 0 ohms near battery connector. Mine was broken, I soldered and its ok now.
