iPad mini no power

I have a no power iPad mini

How to get started troubleshooting this.

I have a good battery measures 3.8V

most solutions are change pm ic but how do i check if it is really the problem.

I have already download the schematic and right now I'm looking at PMIC circuit but don't know what to measure where and what comes first.
