Take a look at the RF section of board (base-band etc) look for crack in glue. if dropped, may need re-ball.

I fixed this error with replace caps near NAND chip , look there behind shields

i have fixed error 9 on iphone 4s by unpluging the power flex cable . so i had faulty power cable i just unplugged and restored and phone works fine if i plug it phone does turn on and keeps reboots give it a go and let me know if u cant find which is the power flex cable simply just connect lcd and digitizer cable only and try restore..i hope this helps . let me know if this helped you or anyone else..

I'm confused. How can you restore the phone without the dock connector flex plugged in? The phone needs that for it to be recognised by iTunes?

its not the dock connector bro,its the power flex cable that he remove read carefully

some caps near nand is shorted , check those if power flex removal doesnt fix .

put the multimeter to beep/diode mode and check resistance between + and ground ,
your values will tell me if it has a short,
