iphone 4S not charging when power ON

My iphone4S is not charging with the wall charger. The battery indicator does not change to the lightning icon. But it works when power off. And works with computer when the power on.

The charger and the cable are not defective though. I am able to use it to charge the other iphone.

Where can the problem be?

Before that, I use my car charger with the Iphone. And car charger is a HTC.

I test the USB find that the Resistance between D- and ground only 174 OHM. So I made a special USB cable, D- connected to 5V with a 200 ohm series resistor. It working NOW.
