Post iPhone 4S Water Damage Problem with Restore

Hello,

Manage to clean the motherboard due to water damage, tried to restore the unit because is in recovery mode. iTunes goes in and try to restore but the unit goes back to the charging symbol and does the same thing over and over.

Gives error 21 and 1611; know all the connectors have been replaced.

PLEASE HELPP
