iphone 5s touch not working after change new touch same problme
please tell me where is problem in hardware

Iphone 5s : Finger print / touch ID not working fix

You can NOT change the touch ID with a new one or from an other phone.
The click function will work, but touch ID will fail, because it doesnt match.
The hardware key inside the Touch ID is married to the board.
Only apple can reprogram this.

first every touch id have a number you must to get a new touch id has a number same number the old one and when you put it you just to make restore and whait about 4 days and its work automatic

If the filter is missing or broken, yes then it will work when you jumper it.
