iphone 6 no power. where to start?

i have this iphone 6 with no power after water demage and i dont know where to start.
here is what i have. the battery is holding a charge i charged it outside the phone. battery was at 2.5 v when i pulled it out and it stays at 3.8v. after charging. nothing happens when i plug it in. i checked the charging voltage and it is only 2.5 is this a bad thing? when i put in a good battery the main power ic gets warm(not hot). nothing else gets warm.
my rework station gets delivered next week. i have the skills to replace ics i used to fix ps3s and xboxes with unconventional tools.
is there someone trusted that you guys buy ics from? maybe an ebay seller that someone has bought from before.
please help im very new

i got it from an icloud locked logic board. i went to my local repair shop to ask for an ic they didn't have any so i bought an icloud lock iphone 6 logic board for 50. they tested the board for me and i did see it was powering on just fine. im still looking for a trusted ebay seller because i dont want to pay 50 every time i need a part. if anyone out there knows of a trusted seller please let me know. thanks

why this people are giving bad advised??!!!
first of all check voltage first in dc power supply
second if voltage are normal check in pc if connecting in dfu or no reaction
if no reaction 80% POWER IC.... dont make
your problem worse...
that is basic to major prosedure...

i checked the phone with external power supply at 3.7 volts. the phone consumes power at 60 to 62 ma when off. when i press the power button the consumption jumps to 110 to 115 ma with no lcd and 150 to 155 ma with lcd attached. i still get no signs of life but the phone does seem to charge the battery just fine.
i would appreciate it if someone could tell me what the normal levels are

That means u have a short on the mother board. Connect it to power supply and turn it on. After 30 seconds check the board to see which ic gets hot! Check u2 and power ic. One of them are acting bad. Thats why phone doesnt turn on. I had a 6 plus this morning and phone was dead i mean i had 0.0 amp. Even apple couldn't fix that phone. I simply changed the power ic and phone worked. Maybe thats ur problem too.
