iPhone 6s that won't restore

It gets to the point where a progress bar appears on the iphone itself but there isnt any progress at all on it. Not even a sliver. No errors in itunes doing it. Just never gets past that point. I have tried other usb ports. Other computers. I have tried 3utools. Different cables. No difference. Is this a logic board issue? If so what ic chip would have gone bad?
