Arrow iPhone 7 error 4013 baseband shorted?

Hi guys,
I've received this phone with iTunes restore error 4013.
I've opened the phone and I start do some checks.
The problem seems to be from two lines: BBPMU_TO_PMU_AMUX1 and PP_1V0_LDO9
I removed all those caps and also I removed the modem power but still there
is short to GND.
Is the modem ic damaged? I don't see any other line conected with those two.
Thank you!

There is no need of any reply.
After I removed the bb chip, the short to GND is gone.
I've never saw an bb chip shorted to GND internally )))
