liklihood of sucess repairing cellular failure

Briefly, we got a couple of iphone4 GSM devs from friends who had upgraded, got them unlocked, and have been testing them. Its obvious that one of these phones has been cared for much better than the other, as it has proven 100% functional. The other, not so much. The HOME button on the 2nd dev is so bad I had to resort to using the software home key, the battery was shot (replaced that already). It also took a lot of network resets to get the wi-fi stable, and now we've seen that even with a known good and active SIM card, it won't detect a cell signal.

I'm pretty proficient with electronics, though my aging eyes and less than steady hands make working on tiny things a pain. But right now I'm trying to get a feel for whether it would even be worth my trying to replace the cellular antenna, and the likelihood that this will fix the cellular problem. It seems I can probably get another iphone4 in better shape from e-bay for around $80 if I'm patient, and a new cellular antenna assembly is only about $8. But if the cellular antenna contains no active electronics (if its just an antenna) then I'm skeptical this will even help. What do you folks recommend? And is there any diagnostic or other tests I could do to see if some other flaw in the radio circuit itself might be detected?
