Need Help with 3gs LCD not working

I came up with a 3GS and was told the LCD just up and quit working. I took it apart and the water damage stickers are pinkish looking. It restored fine and connects to Itunes with no problem. It even let me enter the passcode by guessing were I was pressing on the LCD. Now when I try to turn it on with the top button you may get it to give a faint flash sometimes not full screen flash just very little. There is some blackish marks on the bottom of the metal plate near the r6 coil. I have attached a borrowed pic of the area I am concerned about. One of the ends on the middle IC(if that is what it is called) that I have got circled with a arrow on the right of the board is not shiny like the other. Should there be continuity there? Also there is blackish on the metal plate near where I have the other red circle. There is continuity there though. Can the IC be jumped that I am referring to in the pic on the right of the board. I may be wrong but I think the #3 pin on the lcd connector is not there. Please someone reply and see if there is any hope.

it has nothing to do with those. check the back of the mainboard. on the left. those resistor
