Swapped out battery on CDMA iPhone 4 and won't charge

Hello,

I have an iPhone 5S which I am not going to discuss in this thread. I have the older CDMA iPhone 4 the one before the 4S. My old iPhone 4 battery went dead because of trying to charge the iPhone with broken chargers. I bought a battery and it had 17% of a charge on it and my iPhone once had life after about a year with a dead battery and the battery I bought and it died because it needed a charge and I tried charging with chargers that actually works and it does not charge but instead it gives an indicator I need to charge it unlike my old battery which had no life at all. Apple would not even budge to have a technician to look at the phone. I took the phone to a corporate Verizon store and they tried with a battery pack and also sprayed something in the charging port to clear out any dust but Verizon couldn't get it to charge. May I please ask what could be done? Thank you!
