Ignore target ID only help if ID belongs to different model and you want to ignore it ,you can successfully repair a set on different model id also

-check speed ,
-power
-most of the time hidden water clogging is there on pcb
-are you sure your device is in perfect order no hardware failure or component leakage is there ????
-check out length of the wire used in jtagging ,keep it short...its most important.

Just Look Screen Shot Again,,,

This is eMMC Problem Because DCC Loader Can't Read Correct Model ID of eMMC...."16yyyy" is not correct id

Also if you sure about hw,May we need update dll
