try with lower speed and if still not working then open direct access to jtag programing select qsc1100 set speed to 1mhz and try it will surely give error, disconnect and again reconnect and continue writing follow the same process till the time it is completed to 100%

yes this error alwase getting in samsung b229

just connect using qsc1100 dll
then halt the target
now write dump
you got error "0x45" don't worry again go to jtag read/write tab and again halt the target
you see its waiting for halt now remove power and put again power in board you see halt completed
now go again in dcc read/write and write dump
this time dump start writing in it.
