How to reset user code in Lumia 620(rm-846)

how to fix it without flashing?
if need must flash(guide me plz)

Without flashing - only Hard Reset - but mostly , after it - need flash device anyway.

hard-reset keys(tested)?
bcoz flash file 1.22GB

Big problem on lumia 620 cant be formated
 

I have lumia 620 it cant open even camera , msg and some forders icons cant be opened. stating open then back to main icons i do hard reset and reset foctory setting inside that phone restating before the process. I cant even make any call. LASTLY i used Windows Device Recovery Tool when file starting install led line passing on the LCD then the same thing restating.

I DO THIS

STEP 1

TURN off the NOKIA LUMIA 620
(a). Press and Hold the Power Button, do not release until the phone vibrate (if you feel the vibrate in NOKIA LUMIA 620 then release the Power Button)
(b). Press and Hold the Volume Down Button, do not release until the LCD show the exclamation mark (if you see the exclamation mark in LCD, then release the Volume Down Button)

Press Volume Up Button Key and release
Press Volume Down Button Key and release
Press Power Button Key and release
Press Volume Down Button Key and release
The the NOKIA LUMIA 620 will do the hard reset format, wait about three until five minutes. While waiting you will see the gear appear until it finish.

(factory) reset

Warning: This will remove ALL data on the phone.

To hard reset your phone, go to Start – Applications list – Settings. Then scroll to the bottom and choose About. Then press Reset your phone. Then press Yes.

THE SAME SITUATION, THIS ISSUE COMING AFTER DOWNLOADING SOME APPLICATINS.like acrobat reader and etc.

NOW I NEED YOU HELP WHAT TO DO! THE PROBLEM OF THE PHONE ITS HARDWARE ISSUE OR SOFTWARE ISSUE? HOW TO SOLVE IT?
