Always post software complete logs, because they explain all, what we need to know for correct answer and help.
BTW on support you can find new version and new drivers package.

That package ONLY useful, if you NOT service other SPRD device, since some or most SW can stop work with them with those drivers.

Seem you still cannot. As is written in release log:

Code:

"...SPRD flash backups can be sent for processing via IOS FileUploader for adding new LangPacks on support..."

So - you need to upload it for remake to real FW files.

just flashed TA-1022 into a TA-1036 (both 3310 3G)
it worked fine, now we have european language inside :-)

Yes, cross-flashing not a problem at all. But make sure about network is ok, and if need - reflash with NV update.
