How to repair this damn problem like in the picture.
Best unable to flash this phone, ATF also unable, but Lumia Recovery original tool flashes it all normally but again that picture is displayed

It just additional files for BEST. No need anything after install, just flash phone with BEST with BOOT repair checked.

Hello.
It mean some HW/Battery problem.
After sucess boot repair - try charge it ( if vattery embded - remove it from phone, charge, and insert back )
In most cases that helps.
