Hello Team. Tank you very much. Mi problem was fixed with this ".ini" file.
Now, the log not says "...Create SC", it says "...Create USC"; and Download great.
Here is a log's part of the firmware downloading:

And will not. USB not enough for that phone. Seek HW interface for repair.

Then it mean there is no way more.
Check firewall/internet settings. If nothing change - then you can't use navimanager with your current OS.
