Why not try from dead mode?
Hint : disconnect all VCP devices - e.g. boxes. And try again. If system not in good condition it can stuck on COM port enumerate.

Reboot PC. Use other USB port.
Insert cable in powered Off phone. After 5-7 seconds - remove cable, battery. Repeat stat 3 times.
Disconnect all other devices.
Run BEST, MTK tab , select need operation - e.g. for rest code - Format/Factory set
Insert cable.

It must work in that case.

Phone go to Charge mode if no ACK in boot mode more, than 10 seconds. Or, maybe, less.
It can be drivers fault or PC as well.

when the phone is in normal mode and if i try to flash or format the phone tries to go in DL mode or tries to reset, but it is not able to so phone come in the normal mode again and keeps on charging I still think it might be a driver issue then. how do I uninstall the drivers completely and start afresh.

Via Control Panel - Programs
It will be inside.

After reboot PC.
Install Nokia Serial driver again.

Try flash.
Try from dead mode as well.

I am really sorry to trouble you Dzirt, but when you say

you mean the below procedure is to be followed.

From Meego and all next tab there is no "dead" or "alive" mode more. I leave this for BB5 , because all users know this modes from long time ago , so , others now without it.
BEST know - connected phone or not and with this info it start need mode.
