So, if you little read log - you will understand what to do.
In BEST Navi - PR_xxx in N9 FW's - it is Region.

in this case i can help you
1-do option connect the phone
2-wipe the phone
3-after this flash the phone
tested by me 2 times work becouse i have the same error like you with this phone

It DOWNGRADE error. Phone will not accept lower version.
Need flash same (033) or upper (max 480)

the latest software N900 is Flash FW Version : 40.2012.21-3

so i tested in this way and worked for me
