i format pc and isntalled back the drivers but still can recover this phone.

Please help to recover this phone, got best to detect the phoen, but best allways freeze at program sbl.

did you install Lumia Repair pack?

Make sure about latest drivers installed already. Then repeat procedure. Reboot PC and not use phone battery.
