i have xksstel x16 china set . it mediatek cpu . can i write imei ?

Select Cpu MTK
Select Function MTK
input the IMEI (15 Numbers)
after click the start
hold the power key will ok

i can not connect with cable . i can connect with tx rx my cable new but not connect with cable why ???
