I had also problem with green cable. Always was "cable not found". I have black dongle so after reading this post I bought new card. After exchange for new card problem was the same.."cable not found"

Then (after many combinations) I noticed that in folder with HXC PRO Tool v3.12.exe is also this file libusb0.dll. Some old exe must creat it. After deleting this file program works normal and detect cable. Unfortunately I can't check if it would be working with my old card.
So better before buying new card check if you don't have this file

good to know it was necessarily to buy new card
