Most of phone can't unlock

I317m i337m i747 all 4.3 can't unlock it shows phone is unlocked but when u insert the sim it ask u the code. And many more. I try almost 20 phone same problem. So u guys have to fix this problem first.

almost every 4.3 says unlocked but it isn't so peoples are not spamming but actually frustrated like myself
