how to solve 9650 ???? - GSM-Forum

Hi Team

Can anyone please tell me how to solve this porblem, shows network blocked.

When I tried to unlock it, I went to the SIM screen and input MEPD then MEP2. I couldn't enter the unlock code after MEP2 and I noticed under the Network setting, it said it was blocked. I've never seen this before. Is it because all 10 attempts have been used previously?
