Hello.

Please do the next:
1. Perform "Wipe Security" operation.
2. Perform "Write Cert" operation.

Note: after "Wipe Security" operation phone's IMEI should be detected as "Unknown" in Software. If IMEI remains the same after the operation - make Factory data reset and wipe cache partition, then repeat Wipe Security (try to make several times). Also, You can try to re-flash the phone, then perform Wipe Security (try to perform several times) and then "Write Cert".

Make Factory data reset and wipe cache partition, then root the phone again and repeat.
