Hello.

Most likely your phone has new, currently not supported type of Security. This problem is being researched at the moment.

You can restore the phone to its initial condition by writing of the first Secuirty backup back into the phone.

Try to do the next:
1. Install latest Software version.
2. Write the very first Security backup back into the phone.
3. Reflash the phone.
4. Repeat "Write Cert" operation.

Upload *.log and *.logx files of all operations, which You've performed with the phone and post here download link. Upload Security file, which You are trying to write and post her downlod link as well. We will check where can be the problem.
*.log and *.logx files can be found in "C:\Program Files (x86)\Octoplus\Octoplus_Samsung\LOG" folder.
