What is the problem with your device exactly? Have You tried to write firmwares from the Support Area?

This means modem part is damaged in your device. This can be Software (modem firmware is damaged or You have written unsuitable firmware) or HW problem.

Try to re-flash the device with different firmwares which You have and check, whether modem is correct (not Unknown). And only then (when phone's modem part will be correct), perform "Repair IMEI" operation. It is not possible to repair IMEI, if phone's modem part is damaged.

Of course, IMEI will not be repaired, if phone's modem is damaged. Try to search firmware with modem part and try to write it. Currently we have no such firmware. Also try to find modem firmware and write it via custom recovery. Also, this can be HW problem.
