Please, read out phone's info via ADB (turn on USB Debugging MOde in the phone, press "Read info" button at "Android / EFS manager" tab in the Software) and post here full Software log with this info. We need to look at your phone's info to say what You to do the next.

Here is NVM readed from phone

flash the phone with last frimware for i747m or v4.1.2 rogers frimware.you modem will repaired after you can repair imei.
gthis solution was tested.

I used the latest i747M 4.1.2 and 4.3 stock rom and still imei null

As You can see from your Software log, phone's modem part is damaged:

This can be Software (modem firmware is damaged or You have written unsuitable firmware) or HW problem.

It is not possible to repair IMEI, if phone's modem part is damaged.

Please re-flash the phone with different firmwares and after writing each firmware check, whether modem is correct (not Unknown). And only then (when phone's modem part will be correct) perform the "Repair IMEI" operation.

Try to re-flash the phone with different firmwares and after writing each firmware check, whether modem is correct (not Unknown).
If after of writing all firmwares, which You have, phone's baseband is still null or unknown (SW version is Unknown) - most likely, this is HW problem (problem with eMMC flash chip).
