The procedure is successful, but the phone has no signal.
I tried to flash the file qcn but without success. solutions?

Try to write different QCN files from the Support Area, restart the phone, wait 2-5 minutes, then try find and select network manually.

i have written other qcn, now the phone call only on 3g.
2g mode only fault.

how i can fix this problem?

As we wrote You previously, read out QCN from another, correctly working GT-I9515 and try to write it.
Also, make Factory Reset and try to reflash the phone.
