Make repair EFS, then re-flash the phone. If IMEI and baseband will be the same, most likely, this is HW problem.

I wonder if with efs repair option is sure to be repaired?
I say this because I for example I have a galaxy s2 that I did everything correctly flashee repair .. I went back to get stock rom etc. .. and had the following problem ..
the Power button MENU disappeared me not recovered in any way .. (the phone instead of appearing menu when turned off)
finally I get putting some files in the folder efs / imei and the menu back to normal .. thus beginning to think something was slipping away at Octopus team and may ansamsan if have the solution? because I leeido comments .. and lots genta has achieved with its box ..
Files to repair the power of the i9100 menu are:
https://www.dropbox.com/s/baiwwt9ghifplu4/imei.zip

This has nothing to do with the baseband but I mention this because seeing the problem I did full reset and methyl efs stock rom and also repair and was not able to repair this detail either ...

I am 1000000% sure that , this is not HARDWARE fault. Because before this . it was working making calls and sms. but some time no network just only emergency calls. and some times when we make calls it dose,t voice.
