Read out phone's info via ADB (turn on USB Debugging Mode in the phone and press "Read info" button at "Android / EFS manager" tab in the Software) and post here full Software log with this info. We will look and advise You, what to do the next.

As You can see from your Software log, phone's modem part is damaged:

This can be Software (modem firmware is damaged, or You have written unsuitable firmware) or HW problem.

You should re-flash the device with different firmwares and check, whether modem is correct (not Unknown). And only then (when phone's modem part will be correct) perform "Wipe Security" and then "Write Cert" operations. It is not possible to write IMEI Certificate, if phone's modem part is damaged.
