If You want to repair phone's IMEI via "Repair IMEI" operation - please upgrade phone firmware version to Android 6.0.1, root it, then perform "Repair IMEI" operation again. While phone is on Android 5.1.1 - You can try to write a Cert file.

Also, please use the latest Software version.
