Hello.

Try perform "Wipe Security" several times. If problem will remain - make Factory Reset and Wipe Cache partition, then repeat "Wipe Security" operation.

Also You can try to Wipe Security/EFS via phone's menu:
1. Write any 4.4.2 firmware (don't root the phone after, this is important!).
2. Type *#9090#.
3. Press at right corner MENU + select "Back".
4. Press at right corner MENU + input Q.
5. Press at right corner MENU + input 0000.

Look this video manual: https://www.youtube.com/watch?v=1DtPT2MmNhg.

Try to re-flash the phone with another firmware and then try to perform "Wipe Security" again.

Why are you trying to repair the IMEI?

The phone cannot be unlocked for US use, and even if it's blacklisted, the blacklist does not apply once you're out of the US.

No need to repair. Only unlock

True, it may not be unlocked for domestic use, but the phone may be flashed for it to be used in the US again after the imei repair. Keep in mind that the meid and imei must match for cert to pass. As for the efs, try to wipe efs with a sim card, if that doesn't work take the sim card off and try again until you have /00 imei.

If you're wiping EFS on a Sprint or Verizon phone, you are doing it incorrectly. You will have major network issues. No wipe is needed

For Verizon it's true, it's never recommended to wipe the efs just write cert. Since both are cdma based phones, it's a slippery slope to say that sprint can also be served correspondingly as Verizon. thank you for your helpful advise.
