This error means that connection to phone is being blocked by third party Software on your PC.

If phone is stuck on logo - most likely it has one of the newer firmware. To return the phone to its initial condition You need to reflash it with an original firmware.

To remove FRP lock You can try to write older (by release date) firmware, then repeat "Reset FRP/Reactivation" operation.
Also You can use "Reset FRP" operation, but You will need a combination firmware that is compatible with current firmware of the phone, to enable ADB (http://forum.gsmhosting.com/vbb/f684...rrors-2189001/).

There are two methods, of how to reset FPR using Combination firmware (to enable ADB):
I.
  1. Write "boot.img" partition from appropriate Combination firmware via "Advanced mode" option (select Combination firmware, un-check all partitions except "boot.img").
  2. Perform "Reset FRP" operation in Software.

II.
  1. Write Full Combination Firmware.
  2. Go to "Developer Options" in phone Settings.
  3. Check "Enable OEM unlock" option.
  4. Make Factory Data Reset.
  5. Reflash the phone with full stock (orignal) firmware.
Note: "boot.img" of Combination firmware, that is being used to enable ADB, can be not compatible with current phone's firmware. In such case phone will stuck on logo, or will be rebooting after writing of such boot. In this case to restore the phone to it's initial condition You need to reflash it with different full stock (original) firmwares (or try to write only boot of such firmwares).
You can write "boot.img", Combination firmware or to downgrade phone's firmware version only on your own risk!
