Unlock for GT-S7560M phone in emergency mode can’t be done

"Mode: Emergency" means that phone was not configured for connection correctly.
Please do the next:
1. Disconnect USB cable from phone.
2. Go to Menu->Settings->Applications->Development.
3. Turn on "USB Debugging" option.
4. When message is appear press "Yes".
5. Go to dial window.
6. Enter "*#9090#" number.
7. Set "Diag config" to "USB" value.
8. Restart phone.
9. Connect the phone directly to PC.
10. Press "Read Info" in software.

Yes, in order to perform "Unlock" operation You need to root the phone first.
Try to use latest versions of VRoot or Kingo Root Software.
