hello,

everytime i face this problem ,even i flashed ,wipe efs etc all thing ok but imei not writed

Cert file, which You are trying to write, doesn't pass the check. You can try to write different Cert file.
Also You can send us Cert file, which You are trying to write and we'll check it manually.
