Downgraded many devices, no issues whatsoever. Maybe it's the file you're using?

I think the new 5.1.1 bootloader prevents any downgrading.

The file I'm using downgrades from 5.0 to 4.4.2. However, as ecs87 has mentioned, if it's anything higher than 5.0 it is not possible due to Sprint locking their bootloaders.

I don't think it's locked necessarily... It probably just has rollback protection in place since 5.1.1 includes Device Protection. CF writes to recovery and cache partitions, so that should still be doable. CF hasn't been updated to include recovery and cache imgs from the new update, so in essence it's like trying to roll back, hence why it's causing bootloops.

Hmm, one way to confirm would be if you flash a twrp recovery onto the phone...if it passes then by all means it's a rollback protection. If not then it would be a locked bootloader. Though I'm sure it's a rollback protection, same thing happens to me when trying to downgrade a N900P 5.0 to 4.4.4

I think the term you guys are looking for here is "secured bootloader". Secured bootloaders keep the phone on a current or newer revision of the firmware. It stops the download process if a older revision of a firmware is sent to the phone.

Locked bootloaders are only on ATT and Verizon phones as far as i know. On these phones you cannot load a custom recovery through download mode whereas on Sprint and T mobile you can (which dont have locked bootloaders).

Then you're doing something wrong brother although I don't know why you would ever need to downgrade in the first place...
