If You have an original EFS/Security backup for this device, write it and check baseband. If You don't have such backups for this device, You should try re-flash the device with different proper firmwares one by one and check, whether modem is correct (whether baseband is not "unknown"). And only then (when baseband will be correct) You can try to Repair IMEI.
