Hello.

Please, make sure that You perform all steps, which are described in Software manual.

Try to use another UART cable with 525k resistor, it's important.

Try *#0808# and choose dm+modem+adb.

If network appears and work 10 seconds, try to write another IMEI Cert, this one can be in black list of your network provider/operator. Also this can be HW issue.

As I see from your Software logs, there are different firmwares in your device when You try to write Cert with 2.6.1 and 2.6.3 Software versions.

Post here logs with "Write Cert" operations using 2.6.1 and 2.6.3 Software versions with the same phone's firmware.

Hi, try to make the flash to the firmware of Android 5.1.1 and try repeating the operation of writing the certificate, the problem could be Android 6.0.1 and the latest security patches that do not pemettono the writing of the certificate, in case even if the writing Of the certificate fails on Android 5.1.1, try to make the flash of the firmwre to Android 4.4 and repeat the operation of the certificate

Please upload somewhere latest crated "*.logx" file created by Software version 2.6.3 from "C:\Program Files (x86)\Octoplus\Octoplus_Samsung\LOG" folder and post here link, we will check, where can be the problem.
