SM-N910F Serial : NA After installing cert file

Hi , I am a beginner in this , I have Octopus Box and Z3x Pro Box

My problem is , I have a galaxy note 4 SM-N910F for IMEI repair ( blacklisted )

so what I did is rooted the phone and enabled debugging, from octopus ( EFS manager )
1. QCN Read (Backup)
2 . Repair Security /Wipe Security
3. Write Cert ( successful & IMEI clean )
4. Write QCN ( from Backup )

Now my problem is i can see the new IMEI on the phone (*#06#)
and *#0011# i see cert : PASS , serial number is NA or sometimes i get all 00000000 , tried to edit the serial_no file in the efs folder now i can see the serial *#06# , ihave put the serial from the clean cert file not the original serial .

but phone still emergency only

Can anyone help please ?

100% sure that this CERT file is in Blacklist, phone can work good also w/o showing any serial.

No need of write Back QCN if write NEW CLEAN Cert file.
