Hello.

Yes, most likely, Security/EFS was not wiped fully. Check phone's IMEI, it should be Unknown after wiping. Try to wipe Security/EFS via phone's menu and then write IMEI Certificate. To wipe Security via phone's menu, do the next:

1. Write any firmware (don't root the phone after, this is important!).
2. Type *#9090#.
3. Type at rigth corner MENU + select "Back".
4. Typy at rigth corner MENU + input Q.
5. Type at rigth croner MENU + input 0000.

2.wipe security and check imei /01
3.than write cert
