Hard to say why network is not active after of unlocking. The Unlock operation was tested many times. Also, look here:

To return the device to the previous state write back into the phone first Security backup "Security-SM-T217A-357366051640054-30-04-2014_07-10-36-.asec".

Then You can try to re-flash the phone and make Unlock again.
