What do You mean under "still locked"? Does the phone accept SIM card or not? Or network is not available?

Also, to finish the operation, You should restart the phone via phone's menu (via "Power ON" button, don't disconnect the battery, this is important!)

Most likely, SM-T217S differs from SM-T217A. We need to have this device in hands for researching. Currently it is not supported. We will try to order this device and add it into the support.

To return the device into the initial (previous) state, try to write back into device the first security backup.
