3V or 5V? A Major Headache!!!!

Hi to all. as you know sim-emu is written for silvercard. as I know silver cards work with 5V. nowadays many GSM phones such as nokia 6100 does not support 5V simcards. So it seems that simcloning for these phones is impssible!!!! am I wrong? does silver cards work with 3V?
Best regards, Bhxshadow.
