Don't respond to ATR, why?

I've some GSM cards to clone but I can't find ki because some cards don't respond to the ATR command. I'm using SIMSCAN v2. I'm using a phoenix and I've cloned several cards. I tryed to use XSim, it detects the phonix but don't detect the card.
Sugestions wanted

I'm using XT 3.58Mhz. I tryed to use diferent XT but they don't work. It's very boring because it's very slow to find Ki. I'm using a P4 2.53GHz.
