Gemplus simcards

I have too locked simcards (not the puk or pin locked)these simcards have their pin and puk codes but I can't phone with them because I have no network.
So I nead to know how can I read or activate these cards.

These card are gemplus simcards.

And I nead also to know how can I write directly to them.(fill them with sim-emu for exemple) So what type of cards are gemplus simcards.

- Files attributes, set up by the card issuer (GemPlus), wouldn't permit you to read or change the files, that are not destined for the task due to security considerations. You'll be unable to change IMSI, or directly read Ki of your card. To do this you need developer's cards, or wafer-cards, used for emulators, where YOU can set any file attributes you need.

Production cards contain file system, where file attributes do not permit intervention.

However, you can apply to your GSM operator, and ask him to register your card in his database (activate and start service for your IMSI and Ki). Most likely he will refuse. At least, this require that your operator should know IMSI and Ki for your card, and IMSI should belong to the IMSI numbers space assigned to him.
