I was't working with the last update of this device, when I maked the process with the phone turned off it fails. This way worked for me:

In SIGMAKEY Qualcom tab
Phone conected turned ON
DISABLE USB DEBUGing
Select USB conection as PTP in the device
Qualcom Diaganostic port
Select "Alcatel, 4060a" at "model" Tab
/\/\ Direct unlock /\/\

Install latest SigmaKey Software, re-install phone's drivers and repeat unlock operation once again.
Notice that current phone model requires to be serviced via Diag port!
