ALE-L21 cant remove FRP - GSM-Forum

I have a Huawei ALE-L21 and I cant remove FRP...

When put in fastboot.....

Removing FRP lock...Done
Restarting phone...OK
...but when push AGREE on Terms and Conditions phone dont react , push agree and phone return on Terms and Conditions ! I cant activate this phone .
