According to the provided data, more likely that the phone you have has latest security patch installed. At the moment, Qualcomm based Huawei phones with the latest security patch installed are not supported for IMEI Repair operation.

You can use original flash files, Sigma Software supports flashing of files in original format for the downgrade operation.
Huawei firmware file for new models contains of 2 important files: update.app and cust.app. Both files are packed in the archive of the firmware file.

2 - Can we downgrade the Android 9.1 device directly to 8.0? or will we do it gradually? (9.1 => 9.0 => 8.0)

You can check list of supported phone models for downgrade operation in the latest release thread. Phone model you are interested in is in the list so it suppose to work.
